The groundbreaking was on a gray, muggy Thursday in September 2025. Dozens of people stood in an empty lot at the northwest corner of 83rd Avenue and Jefferson Street. They drank coffee from Driftwood Coffee Co., a café on the same block, and ate doughnuts from Novel Ice Cream, the first business confirmed for the project. Heavy rain soaked the ground minutes after the ceremonial shovels came out.
A year later, the steel canopy is up and the corner sign is in place. Jefferson House says it will open in November 2026. But Novel Ice Cream has paused its Peoria shop. KTAR reported on October 1 that the company was putting the project on hold to focus on its new Tempe location and other plans. Novel was the only Jefferson House tenant ever named publicly. That leaves a building with an opening month and no announced lineup.
None of that leaves downtown Peoria empty this fall. The things you can count on between now and the holidays are the businesses and events already open within a few hundred feet of that corner.
What the November date actually covers
Jefferson House's July 25 announcement gave a month but no day. The team said it hadn't wanted to name a date "until we could stand behind one." Construction went in stages. The canopy steel went up in April, the shipping-container shops were set in June, and the signage went up in July.
This is the second target date. At the groundbreaking, Kell Duncan, one of the partners behind the project, said he expected a June 2026 opening. The project itself was first announced in April 2024.
Here is what the November opening is set to include, all under one black-steel canopy with heaters, fans and misters:
- Three kitchens of 640 square feet each, run by the chefs who own them
- Six retail and eatery spaces, from 160 to 440 square feet
- One courtyard bar and one live music stage
- A 16-foot splash pad for kids
- Seating for more than 300 people in the open-air courtyard
The posted hours are 10 a.m. to 10 p.m. Monday through Thursday, and 10 a.m. to 1:30 a.m. on Friday. Saturday runs 9 a.m. to 1:30 a.m., and Sunday 9 a.m. to 10 p.m. The announcement adds that each kitchen and shop will set its own hours within that window, so "not everything will be open the moment the gates are."
That sentence will matter in November. The gates, the bar, the stage and the splash pad belong to the house. Each food counter belongs to its operator.
Why an all-local hall names its tenants last
The project's partners are Banquet Hospitality Group, which is based in Peoria, and the team behind The Churchill in downtown Phoenix. The Churchill opened near Roosevelt Row in 2018. The City of Peoria owns the property and paid for construction.
The rule the partners set for themselves is short: "No chains and no franchises. Every concept in the building is independent and locally owned, which was the point from the beginning."
That rule shapes the timing. National chains plan their openings far ahead, so their arrival dates tend to be known early. An independent operator taking a 160-square-foot container shop works on a different schedule. In July, Jefferson House was still inviting kitchen and retail tenants to apply. It told them that signing now meant "you get a say in how your space gets built out." The homepage says the same thing. Kitchens and shops are "signing on now," and tenant announcements "start soon."
Novel's path to Peoria shows how much these timelines can move. The shop was announced in early 2024 and was first expected to open that year. It was later moved to fall 2026 inside Jefferson House. Its new priority is a Tempe shop in the historic Harry Walker House, a 1903 home that was moved next to Tempe City Hall, with an opening expected by the end of the year. For now, its only stores are in downtown Phoenix near Seventh Avenue and Roosevelt Street and in downtown Mesa near Center and Main streets.
The team is also hiring bar, floor, security and management staff ahead of opening. It is already booking private events and live music for late 2026 and 2027. The building and its programming are moving forward. The food lineup will come together one operator at a time.
The block that is already open
Jefferson House calls itself "one stop on that block, not the whole story." Its site lists its neighbors as Driftwood Coffee, Caldwell County BBQ and the Peoria Center for the Performing Arts.
Caldwell County BBQ is open at 8315 W. Washington St. It is the first West Valley location for the East Valley barbecue restaurant. Peoria City Council minutes record a grand opening on February 5, 2026. A separate city page on downtown projects lists April 1, 2026, but by either date Caldwell has been serving for most of this year. Caldwell and Jefferson House are both part of Peoria's effort to revitalize its downtown.
Driftwood Coffee Co. is at 8295 W. Jefferson St., on the same street as the Jefferson House corner, and serves coffee, pastries and tea. This is the café that supplied the coffee for the groundbreaking.
The Peoria Center for the Performing Arts, at 10580 N. 83rd Dr., is home to TheaterWorks and a city art gallery. It also hosts the Second Saturdays music series.
The historic downtown is small, running between Madison Street and Peoria Avenue and between 83rd and 84th avenues. Coffee on Jefferson, barbecue on Washington and a show on 83rd Drive are all short walks from each other.
A fall calendar that runs without the canopy
The schedule below is already set. Jefferson House's opening would add to it but isn't needed for any of it.

2nd Saturdays is a free, family-friendly arts and music festival with local art, live music, artisan vendors and hands-on activities. The city and the event's organizer list different details. The city lists 4 to 8 p.m. and a November 14 date. The organizer's site lists November 7 and hours of 5 to 9 p.m. Check before you go, because the November date could also fall in the same weeks Jefferson House opens.
October 10 is the clearest night to plan around. It combines a Somos-themed 2nd Saturday with Caldwell and Driftwood open a block or two away. The Somos Peoria car show the following Saturday brings people back to City Hall and Centennial Plaza. The Addams Family opens six days after that.
What to watch for in November
Jefferson House posts building updates on its news page, and tenant announcements will appear on its Instagram first. On opening day, the courtyard, bar, stage and splash pad will run on the posted hours. Each kitchen will open when its owner is ready. The project calls itself the downtown's long-overdue "porch," a nod to a downtown that dates to 1886. Its container shops reference the 1895 railway, and its canopy references the ironworks that once stood on the site. Driftwood Coffee and Caldwell County BBQ are already open on the same block.
